The purpose of Exercise Pacific Challenge X 2023 is to conduct a joint professional military education (JPME) I Capstone Plan EX, with the purpose of evaluating students’ abilities to:

  1. Apply the JPP at integrated, iterative, and concurrent staff levels against a thinking enemy
    in a time-constrained environment at the operational level of war with the employment Joint/Multinational/All Domain Warfare and the Warfighting Functions.

     
  2. Apply operational design, refinement, and assessments.
     
  3. Apply staff actions/battle rhythm Boards Centers/Cells & Working Groups (B2C2WG) events
    that facilitate the commander’s decision making process, that employ liaison officers to better understand the “art and science” of requesting forces, reallocation of forces, and requesting effects.

     
  4. Apply planning and decision-making processes that support Higher Headquarters’ (HHQ) guidance and tasks create options for a Combined Joint Forcible Entry Operation (CJFEO) incorporating a Foreign Humanitarian Assistance & Disaster Relief (FHA&DR)
    response to support joint/multinational/all domain warfare.
     

  5. Assess and mitigate operational and strategic risk (to mission/to force) while managing vertical escalation, employing
    military deception, and conducting operations in the information environment.
     

  6. Communicate by oral and written products that recommend solutions for an assigned complex operational problem.
